《爆破器材》出版道德公约
论文作者和期刊编辑对维护期刊出版道德和抵制学术不端行为均负有重要责任。作者应该对其论文的写作行为负责；编辑应该对所编期刊的出版行为负责。因此, 编辑部与作者有必要就论文出版过程中涉及的学术诚信问题进行沟通、合作，特制定《爆破器材》出版道德公约。
1）作者应确保所投稿件内容真实可信，符合我国的相关法规及政策要求。投稿的同时，请上传稿件的保密审查表。
稿件作者应包涵所有对论文研究工作有实质性贡献的人员并按贡献大少或惯例排序，同时所有署名作者对研究结果负有责任，包括学术责任和道德责任。作者署名、单位、排序不能随便更改。
2）编辑部客观公正地对稿件进行评审，邀请同行专家评审，对稿件进行甄别和检测，遴选符合本刊要求的优秀论文出版。审稿专家如果不能履行审稿职责应尽快退审，或者推荐他人评审，或者告知编辑可能延期的时间和原因。
3）一稿多投、重复发表、署名不实、抄袭剽窃、弄虚作假、虚假注释、引用他人著述未注明出处等均为学术不端行为。本刊利用“学术不端文献检测系统”等工具对稿件学术不端现象进行检测。
如稿件存在学术不端，则直接按退稿处理。对于一稿两发的稿件，取消该稿在本刊发表的资格的同时，第一作者在两年内不得向本刊投稿。
凡是在学术会议论文集发表过的论文，且会议论文集已经公开出版，以及在网络电子期刊发表过的论文，本刊不再接收。
对本刊已经发表的论文，一经查实其存在学术不端行为的，编辑部将参照国际出版道德委员会的期刊编辑行为准则，在本刊或本刊网站上刊发撤销发表该论文的声明，并删除相关数据库中该论文的数据，终止该论文的传播，消除不良影响。同时，视情节轻重给该文作者以告诫，或通知作者所在单位，或在本领域相关期刊间通报。
4）通过评审的论文在出版之前，编辑部与作者应依据《中华人民共和国著作权法》，签订论文版权转让授权书，以保障作者与出版者的权利。
5）为适应我国信息化建设需要，扩大作者学术交流渠道，本刊已加入《中国学术期刊（光盘版）》和“中国期刊网”等。作者著作权使用费与本刊稿酬一次性给付。如作者不同意将文章编入该类数据库，请在来稿时声明，本刊将做适当处理。

Conventionon Publishing Ethics
The author of the paper and the editor of the journal are both responsible for maintaining the publishing ethics of the journal and resisting academic misconduct. The author should be responsible for the writing behavior of his thesis. Editors should be responsible for the publication of the journal. Therefore, it is necessary for the editorial department and the author to communicate and cooperate on the academic integrity issues involved in the publication of the paper. The Convention on ethics for the publication of Explosive Materials is hereby formulated.
The author ensure that the contents of the submitted documents are authentic and in line with the relevant laws, regulations and policies of China. Please upload the confidential review form of the manuscript at the same time of submission.
The author of the manuscript include all personnel who have made substantial contributions to the research work of the thesis, and shall be ranked according to the contribution or convention. At the same time, all signed authors are responsible for the research results, including academic responsibility and moral responsibility. The author’s signature, unit and sorting cannot be changed arbitrarily.
Editors objectively and fairly review the manuscripts, invite peer experts to review, screen and test the manuscripts, and select excellent papers that meet the requirements of this journal for publication. If the reviewer is unable to perform his/her duties, he/she shall withdraw from the review as soon as possible, or recommend others for review, or inform the editor of the time and reasons for the possible delay.
Multiple submissions, repeated publication, false signature, plagiarism, fraud, false annotation, quoting other people’s works without indicating the source are all academic misconduct. This journal uses tools such as “academic misconduct document detection system” to detect the academic misconduct of manuscripts.
If there is academic misconduct in the manuscript, it will be directly treated as rejection. For a manuscript with more than one submission, the first author shall not contribute to this journal within two years while canceling the qualification of the manuscript for publication.
The journal will not accept any papers published in the proceedings of academic conferences, which have been publicly published, and those published in online electronic journals.
Once it is verified that there is academic misconduct in the published papers of this journal, according to the code of conduct for journal editors of the International Committee on publishing ethics, the statement of revoking the publication of the paper will be published on this journal or its website, and the data of the paper in the relevant database will be deleted, so as to terminate the dissemination of the paper and eliminate the adverse effects. At the same time, according to the seriousness of the case, warn the author of the article, or notify the author’s unit, or notify among relevant journals in the field.
Before the publication of the reviewed papers, the editorial department and the author shall sign the copyright transfer authorization of the papers in accordance with the copyright law of the people’s Republic of China, so as to protect the rights of the authors and publishers.
In order to meet the needs of China’s information construction and expand the author’s academic exchange channels, this journal has joined China Academic Journals (CD version) and China Journal Network. The author’s copyright royalties and the remuneration of the journal will be paid in a lump sum. If the author does not agree to include the article in this kind of database, please state at the time of submission and the journal will deal with it appropriately.
In order to safeguard academic ethics and ensure the academic reputation of the journal, all authors who contribute to this journal are deemed to recognize this Convention, and please exercise self-discipline accordingly.
